Coerced COVID Vaccination as Condition of Court Access

Judge Hogan made COVID vaccination a precondition to entering his courtroom for the bond hearing. Ryan went on the record refusing — was told he could not appear at his own hearing unless he took the shot. He reluctantly complied, was injured, and was still denied bond. Ryan went on the record stating he did not want the COVID vaccine. He told his attorney the same. Judge Hogan conditioned access to his own bond hearing on getting the shot. Faced with the choice of taking a medical procedure he refused or losing the chance to argue for bond and see his family, Ryan reluctantly complied — and was injured. He has had documented medical problems since the shot. Then, when the second dose was required for the next court appearance, DC DOC refused to administer it until after the dosing window expired. The result: a coerced first dose with documented harm, no second dose, sabotaged court access, and bond denied anyway — even though the bond-hearing judge admitted on the record that prolonged solitary confinement violated Ryan's due process rights. This is not "denied a vaccine." It is coerced medical treatment as a condition of constitutional access to one's own criminal proceedings, compounded by deliberate-indifference medical neglect that prevented the follow-up dose Ryan had been compelled to begin.
